The client had a lifetime ban on driving in Illinois due to multiple DWI convictions. The Minnesota Department of Public Safety refused to give the client a driver’s license in Minnesota, telling the client they would only do so if he could supply them with a “clearance letter” from the state of Illinois (which was impossible). The client did not prevail in the district court in Scott County. On appeal, the Minnesota Court of Appeals reversed the district court’s order. The client then successfully applied for a driver’s license and received one.
